The Boy Who Cried Wolf — false alarms burn the channel
Aesop, Perry Index 210. A shepherd boy amuses himself by shouting "Wolf!" to make the villagers come running; they do, twice, and find nothing. When a real wolf comes and he cries out in earnest, no one believes him — and the flock is lost.
The schema: the credibility of a warning channel is a finite, asymmetric resource. Each false alarm spends it; the cost is paid later, when a true alarm goes unheeded. This is an anti-pattern
