Manages writing cadence using ISO-week-scoped directories. Reads scribetronic/calendar/rules.yaml for recurring slot rules, reads and writes scribetronic/calendar/<YYYY-WNN>/plan.md for each week's planned posts, and reads scribetronic/calendar/history.md for the append-only event log.

This skill READS rules.yaml. It READS and WRITES <week>/plan.md (specifically: it seeds rows on plan-week and flips Status to skipped on skip). It only READS history.md. /write Phase 6
