操作流程

收到 GUI 任务
├── 0. 查应用分类表 → 确定推荐路径（UIA / SOM视觉 / iLink / 键盘）
├── 1. 护盾检查
│   ├── health.can_operate()? → STALLED? → 通知用户
│   ├── breaker.allow_call()? → OPEN? → 降级非vision路径
│   └── env.capture(w, h, dpi) → changed? → 清SOM缓存
├── 2. SOM 标注
│   ├── UIA 可用 → PowerShell 扫描 UIA 树 → 编号元素列表 [1],[2]...
│   └── UIA 不可用 → 截图 + vision 标
