Non-Negotiables

Use 6 subagents for each PDF file.
The main agent is a coordinator only: prepare sources, shard pages, dispatch workers, merge segment PDFs, spawn independent QA batches, and deliver.
Do not let the main agent translate full documents or replace worker-local visual QA.
Do not call third-party translation services unless the user explicitly approves.
Keep original headers and footers unchanged by default.
