File-Todos — Structured File-Based Todo Tracking

Session-scoped, source-aware todo tracking across all Rune workflows. Each todo is a standalone markdown file with YAML frontmatter for structured metadata and lifecycle tracking. Todos are co-located with their workflow artifacts in tmp/.
