Greenfield repos get lean ideation first — overview.md (with empty ## Roadmap section) + techstack.md + empty backlog.md — then harness-bootstrap proceeds. Roadmap lives in overview (single pillar for "what product will become"); backlog stays scoped to BUG/DEBT/GAP and ships empty until shipped
